Ukraine’s Counter-Disinformation Center announced on January 19 that fake videos generated by AI impersonating Ukrainian soldiers continue to circulate on social media, amplifying claims of shortages of food, equipment and other aid.

The center said the clips also exploited public anxiety over the power outages and promoted claims of the “futility” of resistance and the hopelessness of fighting, while relying on synthetic voices, staged emotions and pseudo-realistic visuals to appear believable.

The center said AI tools could allow Russian propaganda to produce and distribute such content at scale with limited resources, and that the increased realism of AI videos could make it harder to immediately recognize fakes and help spread them through social media algorithms.

He said the aim was to undermine society’s morale and undermine the resilience of the population.

The center has repeatedly warned of similar AI-driven disinformation aimed at discrediting the Ukrainian Armed Forces, including earlier AI videos framed as claims related to frontline appeals and mobilization, and in late November 2025 released an analysis report on the use of AI-generated videos targeting the Ukrainian military.

Earlier, the Counter-Disinformation Center reported that an AI-generated video circulating on TikTok falsely depicted Ukrainian troops in a “mass surrender” near Pokrovsk, promoting the idea that Ukraine was defeated and outside aid was pointless.
