MANILA, Philippines – Because of its ability to utilize the vast capabilities of artificial intelligence for dangerous purposes, the Philippines is asking the UN Security Council (UNSC) to lead its role in regulating the military use of AI.
MA Secretary of Foreign Affairs during a high-level discussion in New York City last week. Teresa Lazarus said UNSC has the clear ability to adopt measures that could prevent the exploitation of AI.
Lazaro said by integrating AI into all the right guardrails and its operations, the council can leverage its immense potential in sanctions between threat assessment, surveillance and counter-terrorism measures.
“We must enact the Guiding Principles on the Military Use of AI and invoke applicable international humanitarian law and international human rights law,” she said.
If AI is integrated into the implementation of peacekeeping obligations, she said there should be strong surveillance to ensure that the tool is “protected and not harmed.”
“The Philippines has turned its eye to the UN Security Council and advocates its leadership in using AI as a powerful factor for good and a powerful factor for peace and security,” she added.
Lazarus said that AI promises are mitigated by the possibility of misuse, as generative AI and large-scale language models can be used to spread false news and harmful propaganda.
“It can destabilize social order, erode trust in institutions, sow discord, divide the population, and break free speech and election processes, which can break the process of elections,” she said.
Additionally, Lazarus called for the creation of interstate transparency and trust regarding the use of AI.
