Defence Minister Kawaja Asif calls for the fixation of artificial intelligence governance to the UN framework and legitimacy, emphasizing the need to use AI to promote international peace and development.
At the UN Security Council, with a high level of open debate on artificial intelligence (AI) and international peace and security, he warned that unregulated AI, particularly in military applications, could destabilize global security. “AI should not become a tool for coercion or technical monopoly,” he said, adding that “applications without meaningful human control should be banned.”
Emphasizing the nature of the double use of AI, the Minister of Defense described it as “the most consequential technology, which can accelerate socioeconomic progress, but deepen inequality and destabilize international order.”
Asif cites recent tensions between India and Pakistan, saying that autonomous ammunition and high-speed dual-responsive cruise missiles were reportedly used for the first time between nuclear-armed states, highlighting the dangers that AI could create conflicts.
Asif emphasized that measures must be adopted to prevent the unstable use of AI while providing preemptive incentives to ensure responsible development.
“The UN and international law charters must fully control the development and use of AI applications,” he said, emphasizing that developing countries need to have the capacity, access and voice to form global AI governance.
He warned that AI will lower conflict thresholds by compressing decision-making timelines and blurring cyber, movement and information areas to engage in politically and operationally viable wars. “We must ensure that AI must be used to promote peace and development, not conflict or instability,” he said.
