chief executive officer John Lee Kachiu On Wednesday, he proposed an enhanced accountability system for senior officials that could lead to penalties such as increased pay, demoted, and even layoffs as he aims to further improve governance.
There are also plans to set up a team to enhance artificial intelligence effectiveness in the government to increase efficiency, Lee said in his fourth policy speech.
The proposed head of the department's accountability system includes a two-tier investigation mechanism. Tier II investigations are conducted by an independent investigation panel and are asked to require permanent members to identify appropriate liability in the event of a major issue.

Disciplinary action includes warnings, pay freezes or cuts, demoted or forced retirement, and even termination.
Lee proposed updating efforts to improve the efficiency of civil servants and establishing an AI effectiveness team dedicated to improving inefficient work processes, promoting innovation and efficiently applying the application of AI technology in all government sectors.
With an emphasis on awareness of protection against security risks, the HKSAR government promotes the development of AI+ initiatives, implementation of AI in government issues, and promoting a wide range of applications across various industries of AI to increase social efficiency.

The team will be led by the Secretary of Innovation, Technology and Industry, and the Deputy Director, who serves as the Deputy Leader and Secretary General, respectively.
The government will serve as another assistant leader to invite private sector representatives to bring new perspectives and frontline market experiences.
Lee also revealed that the concept of synergistic integration between “efficient markets” and “competent governments” will be put into practice, and a market-based business model will be introduced to enhance the services offered by the leisure and cultural services sector.
