The United Arab Emirates has launched a new federal government strategic planning cycle designed to advance national goals under the vision of “We the UAE 2031.” The updated approach highlights the integration of artificial intelligence, resource efficiency and agile governance.
Sheikh Mohammed bin Rashid Al Maktum, Vice President, UAE Prime Minister and Dubai rulers emphasized that aggressive governance, future preparation and strategic planning are at the core of the UAE government model and strengthen its global position and sustainable development efforts.
He announced the launch of the federal government's new 2031 planning cycle, highlighting its focus on AI, streamlined processes, resource optimization and financial efficiency. He focused on changes in governance, where success relies on agility and smart resource management, rather than comprehensive procedures. Despite evolved tools and priorities, the government's commitment to serving the people of the UAE remains strong.
Al Maktoum has directed ministries and federal agencies to develop more flexible, technology-driven strategies that incorporate AI to accelerate the country's goals.
The new strategic planning cycle, launched under the theme of “To Achieve the UAE 2031 Vision,” illustrates a major shift in the federal government's approach. It involves 38 entities and promotes smarter, more agile planning that aligns with national priorities.
Key features include AI integration, streamlined procedures, improved resource usage, and a cycle that decreases from five to three years to increase responsiveness to global change.
The strategic workshop hosted by the Prime Minister's Office introduced a new planning framework for strategic directors from federal agencies.
It emphasized reducing the management burden to enhance aggressive planning, data-driven decision-making, and implementation. Participants also looked at interagency collaboration, alignment of financial and policy goals, and innovations to promote national development.
The workshop reviewed key initiatives tailored to the 2031 vision, such as the National Cybersecurity Strategy and the National Investment Strategy, as examples of effective, future-looking plans.
Huda al Hashimi, head of strategy and government innovation for the UAE government, outlined the progress the federal government has made in translating its long-term vision into actionable strategies. She also reflected important achievements from the previous planning cycle, highlighting the role of strategic innovation in fostering national progress and shaping a resilient and sustainable future.
