Westminster City Council is using snowflakes to transform the way data is democratized within the council. It aims to better serve residents, provide critical cost savings through operational efficiency, and provide data-driven solutions to solve complex social needs.

Westminster City Council will use Snowflake's AI Data Cloud to build a “unified, ethical and trustworthy AI digital infrastructure.” This will help to provide “faster, smarter, sustainable public services” in line with a fairer Westminster strategy. This is a five-year plan launched by Westminster City Council to address inequality and create a more equitable city for its residents.

Recent laws such as the Data (Usage and Access) Act of 2025 aim to reform how both individual and impersonal data are managed and used for the safe and effective use of data for the public interest.

Westminster City Council said the implementation of Snowflakes helps to “enable greater collaboration with internal teams and external partners while still processing sensitive information securely, making services more efficient by reducing the time required for high-administrator tasks.”

“We're excited to announce that we're a great place to go,” said Gurpreet Muctor, Chief Data & Technology Office for Westminster City Council. “Incorporating snowflakes into our technology stack marks a critical step in the evolution of the Council's most important services. There is great momentum around AI around the public sector, but we can acquire Snowman Street through the right digital and data foundation to drive real change. It's time for staff to focus on key priorities such as addressing the homelessness, addressing climate change, and improving health outcomes for residents.”

By leveraging more AI capabilities and advanced data analytics, the Council aims to democratize data assets.

“From reducing bureaucratic friction within the civic experience to enhancing resource allocation and reducing data management overhead, Snowflake's AI tools offer the advantages of saving time and cost through automation of how data (such as residents surveys) is handled.

“By creating a modern data architecture, the Council is laying the foundation for faster time to market services and broader collaboration across London's public sector,” said James Hall, VP & General Manager, UK & I, at Snowflake. “We look forward to seeing how Westminster will leverage the benefits of AI-driven efficiency to transform essential civic services.”
